Bandar seri begawan: Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Awang Haji Halbi bin Haji Mohd. Yussof, Minister at the Prime Minister's Office and Second Minister of Defence, participated in the ASEAN Defence Ministers' Breakfast during the 23rd Institute for Strategic Studies', IISS Shangri-La Dialogue at the Shangri-La Hotel. The breakfast session was co-hosted by His Excellency Chan Chun Sing, Coordinating Minister for Public Services and Minister for Defence of Singapore, and The Honourable Gilberto C. Teodoro, Jr., Secretary of National Defence of the Philippines, who is also the Chairman of the ADMM 2026. The meeting saw ASEAN defence ministers and representatives recommit to regional peace and stability, emphasizing ASEAN Centrality and anticipating the upcoming 20th ASEAN Defence Ministers' Meeting, ADMM, and the 13th ADMM-Plus this year.
According to Radio Television Brunei, in a separate event, the Minister at the Prime Minister's Office and Second Minister of Defence, alongside ASEAN and European defence ministers and representatives, attended the launch of the Guiding Principles for Underwater Infrastructure Defence Exchange (GUIDE). This initiative, led by Singapore, is a non-binding, multilateral, and cross-regional effort aiming to unify defence partners from Europe and Southeast Asia in establishing broader norms for Critical Underwater Infrastructure (CUI) security.
The Minister also engaged in bilateral discussions with The Honourable Richard Marles MP, Deputy Prime Minister and Minister of Defence of Australia; His Excellency Chan Chun Sing, Coordinating Minister for Public Services and Minister for Defence of Singapore; and His Excellency K. Shanmugam, Coordinating Minister for National Security and Minister for Home Affairs of Singapore. Her Excellency Hajah Noor Qamar binti Haji Sulaiman, High Commissioner of Brunei Darussalam to Singapore, was also present during these bilateral meetings.
